Jim Valinoti Thanks! Pres Elect Jim gave many thanks to Bob Harris and Jim Valinoti for the great job on our weekly bulletin! It helps greatly in our keeping track of all the functions of the club, as well as keeping us entertained. Thanks for taking on this huge, important and complicated job for the club. (Hey I couldn’t do it without a lot of member help –Ed J) Remember, you can do a virtual make-up on line as well.

 

Greeter:
Mike Moore When Mike Moore stepped to the podium to introduce our guest Rotarians, an entire table of visitors from the downtown club stood up including Mary Farha and Jack Lavar who gained the usual booing from the club.

Bob Zeni then pointed out that Jack has sold 24 tickets to the Crab Feed so we should be applauding him instead. Three cheers, no twenty-four, for Jack!

Jim Benoit: Raffle Tickets for sale!

Jeff Ray: The Tahoe Ski Trip and Race to Alpine Meadows is the weekend of February 27 and 28 beginning with Thursday dinner and coming back on Sunday. Lodging will be provided by Pete Lamonica, Bill Fisher and Jim Hinton. (Did I miss someone?) Sounds like a great time - lots of snow! Send a check to Jeff in the next two weeks to reserve your trip.

David McDonald: Our Salvation Army bell ringers took in $213.49. Thanks for helping! Especially Bob Marigo who did double duty.

January 12th
Attorney John Friedemann's talk with be "Anatomy of a Fraud". This is a case he tried in San Francisco involving 2 banks where he was able to obtain a $9 million dollar judgment for his client. An interesting point of his talk is "juries almost always get it right".

Just qualified for the March ballot is Proposition 56, an initiative which would make it easier for Sacramento politicians to increase our taxes. We will have 2 speakers presenting pro and con on the issue.

PDG John Withers: John added a note of levity by telling the story of his (or the 4 Star General’s?) wife getting searched at the airport for luggage containing glycerine in her cosmetics as a warning for all of us to check for that before traveling. Glycerine is an ingredient of many products apparently, and new security methods used are able to sniff the glycerine contents of luggage. Thanks for the hot tip, John. Also he was gleeful that his wife, Pat, ended up covering his $10 fine for the Army/Navy game. PDG John Withers

 

Brian Herndon Brian Herndon, who actually looks in tip-top condition here, admitted to being absolutely flagged from having played 6 sets of tennis over the weekend. Brian announced that following today’s Rotary meeting there would be a meeting of the Community Fund Committee. Brian further mentioned to a few of us at the table with him that also this weekend he had changed the brake pads on his sleek black Beamer. Jeff Ray looked up from his plate and exclaimed “you did that yourself, Brian?”, whereupon Brian said, “Yes.” Jeff just shook his head and said, "Why?” (Only from a guy who skis 24/7 - Ed J)

 

Jim Hinton added a note of levity to the meeting in announcing the “Foot in the Mouth” Winners: Second Prize to Governor Swartzeneger’s comments about same-sex marriages and Secretary of Defense Donald Rumsfeld for his comments about “What we know and don’t know.” (Very funny!) Should be a fun 2004!

Gary Lucas
Gary Lucas announced that his daughter had a baby, his fourth grandchild. It’s a girl, Alicia, born 12/20/03. Congratulations, Gary! (Let’s be sure to remind President Louie to pass the hat next week for Alicia – Ed J)

Anniversaries:

Ginny Pitts Ginny Pitts celebrated her 34th anniversary on January 2nd with champagne and a visit to the snow - 4 feet of the white stuff. Chuck Stark celebrated 37 years of marriage. Chuck Stark

 

Bill Gittins celebrated a 37 year anniversary on New Year's by going to a movie, can’t remember which one (?) What Bill didn’t reveal at our meeting was that he has donated to the Crab Feed and original piece of his art. Bill has been duly recognized at a few previous meetings for having won awards for his art at the Sonoma County Harvest Fair. Most recently he won for the first time in the division entered only by professionals. Bill Gittins

(Chuck Baker stood up and gave Acting President Jim Hinton a hatful of what any president can expect when they don’t remember to do their recognition homework. On 12/28 Chuck and Barbara celebrated their 28th wedding anniversary. (Possibly President Louie should revisit with Chuck next week so that he can be properly recognized. Hey, you don’t have to be a dentist to recognize another “extraction” opportunity! – Ed J)

 

Tom Laengle   Ralph Lassa
Tom Laengle was spotted in the audience practicing his mime routine.   Not sure, but Ralph Lassa appeared to have a personal comment for the photographer.

 

 

Ray Mattison Ray Mattison sported a USC white and maroon jacket and cap celebrating the Rose Bowl game winning the National Title on New Year's Day with a score of 28 to 14. Louie will also be happy, as USC is sharing that National Title with LSU! ($40.00 fine!)

 

The 4-Way Test:

All those who didn’t make it till midnight on the 31st were asked to stand. Sixteen people rose to their feet! A testament to our aging membership? Then those that did make it to midnight were asked to stand. Whereby Carston Mitchell judiciously pointed out that, in fact “We had ALL made it to 2004.” Indeed, that’s something to celebrate. Happy New Year!

 

Weekly Raffle:

$675.00! But...Louie had emailed that he had lost his marbles. They were found in the closet and so Ron Allen again had a chance to win, but the black marble eluded him. Ray was promised the bottle of wine. Ron Allen

 

PROGRAM:

“Times Have Changed: City of Santa Rosa”

for the City of Santa Rosa.

Jane Bender gave a brief introduction to a presentation by Laura Tredinnick who discussed the challenges Santa Rosa City faces in balancing the budget in the face our changing economy.

Santa Rosa City provides many services to our community:

  • Fire and police
  • Emergency Medical Services including Paramedics
  • Street and road maintenance
  • Park and Recreation services including the Senior Center, community centers, public swimming pools, tennis courts, ball fields and youth recreation programs
  • Public improvements to reduce traffic
  • Neighborhood and community revitalization
  • Affordable housing for low-income families
  • Protection of life and property including traffic services, criminal investigation and community policing.

Funding for these services has changed as has the level or need for services from 1991 to 2002. Parks services went up 12% Police services 26%, and Fire Protection 62%.

Funds come from three funding streams:

  1. General Fund: police, fire, community dev. Public Works, Recreation and Parks, And City Administration.
  2. Enterprise Fund (services that hare supported by use fees): water, wastewater, parking, transit, golf courses, storm water.
  3. Other (earmarked for federal funding) housing, redevelopment, other grants.

In 2003-04 city revenues are estimated at $218 million: $42 mil. for General Fund, $40 mil. for Enterprise Fund, and $18 mil. for Other category.

General Fund moneies:

  • Sales tax $30 mil.
  • Property tax $15mil.
  • Reimbursements $10 mil.
  • Misc. $3mil.
  • Other tax , $3mil.
  • UUT 8 mil.
  • VLF (Vehicle License Fees) 8 mil.

Services are funded partially from local sales taxes. Where does your sales tax go?

(5% goes to State, 75% to County, 1% to Santa Rosa and .75% to Other.

California residents pay an average of $1,600 per year in taxes for state-funded programs and services. Santa Rosa residents pay an average of less than $500 per year in taxes for city services, which include vital first response services.

Property taxes are split as follows: 49% Schools, 12% Santa Rosa, 30% County, and 9 % Other.

Last year there was a 2.5 million shortfall caused in part by flat revenues, increased costs, Workers Comp Insurance, leaving the several million gap. In response the City of Santa Rosa imposed a hiring freeze on city employees, reduced travel and training, a reduction in all department expenditures and project expenditures. Also, $4 million to street maintenance was deferred. Sixty-five positions were cut, fees were increased, developed fire fees, there were service reductions overall, and mid-block street lights were turned off.

Why were new vehicles ordered for the city? All vehicles are on a 15-year replacement cycle. Some replacements were deferred.

Future Challenges:

We need a new senior center and aquatic center, we need new roads, and a fire station.

All service needs are growing as our population increases having gone up 29%.

What can we do to balance revenues? They are looking at furloughs for employees, restructuring and combining departments or services, and closing or shortening hours at community centers.

The city is looking into ballot initiatives that would secure funding that could not be pirated by the State of California. Stabilized funding is needed to pay for public safety, road maintenance, and after-school programs for our youth.

We are spending $80,000 on a study to unite the square. These funds come from a restricted grant source and therefore are unavailable to fill other needs or gaps in the city budget.

The city wishes to have input from citizens on matters pertaining to city services. Attached to a brochure at the meeting was a postcard to send in your ideas or comments. They can be mailed to:
